Once the Mayor and City Council's legislative policies are established, the City Manager is responsible for administering the policies and overseeing the City's day-to-day operations. City Manager Kim Leinbach leads his administrative staff with his "Citizens Are Our Stockholders" philosophy -- a motto that is well-reflected in the staff and throughout the community. Temple Terrace is a full-service municipality and the City Manager administers the delivery of high-quality services with the efficient staffs of nearly a dozen departments, including Police, Fire, Parks & Recreation, Library, Engineering, Public Works, Community Development, Finance, Human Resources, Code Compliance and Management Information Services. Kim maintains an "open door" policy for residents and employees and gives everyone the opportunity to come into the office to discuss issues, concerns or comments that affect Temple Terrace as a community or a workplace.
