ELECTED OFFICIALS
The Legislative branch of government of the City of Temple Terrace is the policy-making branch and is comprised of the Mayor and City Council. These elected officials govern the City and represent the citizens as they review activities and establish policies for implementation in the best interest of the health, safety and welfare of the community.
The City of Temple Terrace prides itself on actively maintaining the bond between its citizens and the local government through neighborhood meetings and the Vision 2020 planning process. Both of these programs encourage citizen involvement and input to help determine the future direction of the City of Temple Terrace.
In 1966, the City adopted the Hillsborough County permanent registration system of electors. To be eligible to vote in municipal elections, a person must be registered as an elector in Hillsborough County at the Office of the Supervisor of Elections. This single registration serves for City, County and State elections.
City elections are held the first Tuesday after the first Monday in November of even-numbered years. The Mayor is elected by a majority vote to a four-year term. Five Council members serve staggered four-year terms. A candidate for elective office in the City must have been a resident of Temple Terrace or an area recently annexed into Temple Terrace for two years prior to the election.
The Legislative Branch of the City of Temple Terrace is comprised of the following elected individuals:

MAYOR JOE AFFRONTI, SR.
Mayor Affronti was elected to the City Council in 1998 for a four-year term, re-elected in 2002, and elected Mayor in 2004. Born in Chicago, Mayor Affronti received his MBA from the University of Chicago and has been a resident of Temple Terrace since 1971. He owns All American Sleeper Cab Manufacturing, which was awarded the Greater Tampa Chamber of Commerce 1986 Small Business of the Year award. Married to Elizabeth, the Affrontis have four grown children and six grandchildren.
Mayor Affronti represents Temple Terrace on the Metropolitan Planning Organization and the Hillsborough County Council of Governments. Mayor Affronti is very active in the community, serving as a member of Corpus Christi Catholic Church, Governor's appointee to Florida Health Access, Temple Terrace Golf & Country Club (past president), Tampa World Trade Council (past chair), Tampa Marketing Association, Pan American Bank Board of Directors Audit Committee, and the University of South Florida Arts & Letters Development Council. He also is a Guardian Ad Litem volunteer and a member of the Children's Home of Tampa Board of Directors.

COUNCIL MEMBER FRANK M. CHILLURA
Council Member Frank Chillura was elected to the City Council on Nov. 7, 2000. Prior to serving on the City Council, Mr. Chillura served the City as a member of the Municipal Code Enforcement Board from Oct. 15, 1996 until his election to the City Council. Council Member Chillura also serves as the City's representative on the Hillsborough County Public Transportation Commission and previously served on the Tampa/Hillsborough County Sustainable Communities Advisory Committee, the Temple Terrace Redevelopment Zoning District Advisory Committee and the Hillsborough River Planning Board.
Council Member Chillura was born in Italy and grew up in Temple Terrace, where he attended Hillsborough County schools and received an AA Degree from Hillsborough Community College. He is a Temple Terrace business owner.
Actively involved in the community, Council Member Chillura attends Corpus Christi Catholic Church, is a member of the Greater Temple Terrace Chamber of Commerce, and received an award in 1999 for Community Redevelopment for Temple Terrace Plaza. Council Member Chillura and his wife Angela have five children.

COUNCIL MEMBER RONALD A. (RON) GOVIN
Council Member Govin was elected to the City Council In November 2004. He was born in Tampa and moved to Temple Terrace in 1986. Mr. Govin has served 8 years as the Commissioner representing the City of Temple Terrace on the Hillsborough County City -County Planning Commission, serving as chair in 2000. He has been a Greater Temple Terrace Chamber member for 16 years, serving as president in 1998 (President’s award winner in 1999). He is a co-founder of LifePath Hospice serving 13 years on the Board of directors and serving as President. The City's appointee to the HARTline Board. Board member of the Ybor City Museum Society. Board member of Missions Unlimited. Board member Arts for All. Deaconat First Baptist Church of Temple Terrace.
Council member Govin received a BS degree in business and accounting from University of Tampa. He is the Chief Executive Officer of MarkMaster, Inc. a manufacturing company, was awarded the 2001 Small Business of the year award from the Greater Temple Terrace Chamber. He and his wife Judy are active in many Temple Terrace service groups. The Govins have been married for 43 years and have two sons and four grandchildren.

COUNCIL MEMBER KEN HALLOWAY
Council Member Halloway was born at the Station Hospital
in Fort Leavenworth, Kansas, and spent his childhood and early youth as an “Army Brat,” living on various Army posts, camps and stations throughout the
United States and overseas. After graduation from high school in Virginia, he worked in Alaska as a laborer on various outdoor construction projects and briefly attended the University of Alaska.
He is a graduate of the U.S. Military Academy at West Point and spent more than 28 years as an Army officer, serving in Germany, Viet Nam, Korea, the Pentagon and the Middle East-Persian Gulf region, among others. He holds a Master’s Degree in Economics from the University of Tennessee and graduated from the U.S. Army Command and General Staff College, the Army War College and the Defense Language Institute. After ending his military career with U.S. Central Command in 1985 with the rank of Colonel, he earned a degree in accounting from the University of Tampa and became a CPA, holding various positions in CPA firms and commercial enterprises.
After retiring in 1996, Council Member Halloway served as Vice President of Budget and Finance, Tampa Chapter of The Retired Officer’s Association and a member of the City of Temple Terrace Board of Adjustment. He has always considered his major life accomplishment to be marriage to the lovely and talented Virginia Rhan Colby. His hobbies and other pastimes include music theory and playing the organ, walking for exercise, computing, mathematics and history (Civil War).
He is the City's representative to the Suncoast League of Municipalities.
COUNCIL MEMBER ALISON M. FERNANDEZ
Council Member Alison Fernandez became a resident of Temple Terrace in 1972. She attended local schools, starting withTemple Terrace Elementary and graduating from King High School. She later graduated from Florida State University with Bachelor of Science degrees in Accounting and Finance. For a while, she worked as an auditor fro KPMG Peat Marwick, LLC.
Fernandez is married to Jose Fernandez. The couple has four boys, ages 1 to 11. Fernandez also is active in the Temple Terrace Junior Woman's Club, the Lewis Elementary PTA and the Temple Terrace Soccer Association. She was elected to the City Council on Nov. 7, 2006.
She has been appointed to the Hillsborough River Interlocal Planning Board and Hillsborough County Affordable Housing Task Force. She also is the City's liaison to the School Support Committee.

COUNCIL MEMBER MARK A. KNAPP
Council Member Mark Knapp became a Temple Terrace resident in 1986. He is president of Knapp & Sons General Contractors. He and his wife, Cheri, have three children.
Knapp graduated from Chamberlain High School and attended Hillsborough Community College, studying business administration.
He was elected to the City Council on Nov. 7, 2006. He last served on Council in 2002.
Knapp represents Temple Terrace on the Tampa Bay Regional Planning Council.
